Perk slot purchase unavailable after class promotion to Spotter
I switched from Falconer class after getting a promotion and after that I took the spotter, on the loadout screen I had no option to purchase perkslots.

Unlock Button Disappears When Switching Characters with Full Upgrades
The character upgrade slot unlock button disappears when switching from a character with everything unlocked.
