Tutorial Halts After Expenite Upgrade Negotiation

Steps to Reproduce

1. Progress through the tutorial as normal, up until the point where you are required to collect expenite.
2. Complete an upgrade negotiation.
3. The tutorial stops advancing correctly, and the biobooster/workbench never become available.

Explanation

Tutorial progression stopped after the mining expenite/upgrading objective. I can't think of anything I did that would have caused it.
