Steps to Reproduce

1. Get character to level 20
2. Grant merits until over 500 merits
3. Spend merits until under 500 merits
4. Go to hall of ascension
5. Ascend with fewer than 500 merits

Explanation

Ascension is possible without required merits if you at some point have more than the required merits
