Steps to Reproduce

1. picked up the upgrade that makes it so you move faster when reloading
2. opened my scanner to locate the next objective
3. couldn't reload for about 5 minutes
4. randomly started working again

Explanation

randomly stopped being able to reload outside of when you run out of ammo and it reload automatically.
