Steps to Reproduce

1. My friend and I both experienced this issue, we don't remember but we may have
2. closed the game through means other than in-game exit to desktop.

Explanation

When closing the game, sometimes Steam displays it as "stopping" for upwards of 5-10 minutes (at least), making the game unable to launch
