Steps to Reproduce

start tutorial
proceed until in the room where you start fighting
the wave never ends, unless you progress into the next room
only then does the ammo and armor station unlock in previous room

Explanation

during tutorial, I got to the room where the monsters started spawning. I fought them for quite a while, and they just kept coming. the ammo and armor stations remained locked. I fought until out of ammo and red sugar. I killed a bunch more with just the pickaxe. after about 10 minutes of pickaxing them, I mined into the next room and collected some of the first mineral, which seemed to jump-start the progress and allowed me to go back and use the armor and ammo stations.
