Explanation
Steadfast surge not behave as intended. Right now, it works like this: if you use the ability while standing still, the cooldown of the ability decreases by about 65% (if you don't use enchancements), but if you use the ability while moving, the cooldown doesn't change, but it also does not speed up recharging if you standing still
