Steps to Reproduce

1. Run retcon.
2. Obtain Steadfast Surge Upgrade.
3. Stand still, the ability cooldown timer disappears. Moving around reveals it back again, but it doesn't go down any faster from standing still.

Explanation

Steadfast Surge (standing still increases recharge rate of ability and power attack by (+number%) doesnt reduce Retcon's ability cooldown.
