Siren and horn controls unresponsive in emergency vehicle

Steps to Reproduce
- Get into any vehicle.
- Press G to begin siren tone.
- Press 1, 2, 3 or 4 on the keyboard. Siren tone will not change.
- Press Y, X or Z, it will not activate the horn, or change the siren tone.
Explanation
Cannot toggle siren yelp, wail or hi-lo. Cannot activate the horn of the vehicle, either. Pressing any of the numbered buttons (1, 2, 3, 4, etc) do not change siren tone, either.

Numbered keys have never changed siren tones, tones change using U and the horn is used with Q
