Police Car Lights Not Visible Despite Beam Emission

Steps to Reproduce

1. Exit the police station.
2. Enter a car.
3. Press 't' and 'L' for lights.
4. Observe that the lights look like they are turned off.
5. Notice there is a light beam (See attached screenshot.)

Explanation

No light on policecar when entering it allthough there is a lightbeam from the car
