Traffic signal fails to change when player is first vehicle

Steps to Reproduce

1. Leave the station and make a right hand turn and come to the very first traffic signal as the first vehicle at the signal
2. Wait for traffic signal to change (should stay red as long as YOU ARE the first vehicle)
3. Reverse your patrol car to the side of the road
4. Sit and watch the trafgic signal change colors, act normal and get traffic flowing

Explanation

Traffic signal at Main St. And W 150th St. does not change if PLAYER is the first vehicle at the traffic signal. If the PLAYER is NOT the first vehicle and IS BEHIND another vehicle at the trafgic signal then the traffic signal proceeds to act as normal.
