Steps to Reproduce

1. Drive on duming ave and attempt to locate the building shown in the clip.
2. It will be slightly floating, detached from land.

Explanation

There is a floating building on Duming Ave; it's a whole complex. It's detached from the floor. It is always like this; it isn't a one-time experience.
