Non-functioning and buggy light bars and ELS issues

Steps to Reproduce

1. Just change the lightbar and see for yourself
2. Call EMS and you can see the ambulance not working
3. Turn your ELS and walk away and you will see the lights and reflections go away

Explanation

Both the liberty and the high rise light bars do not function and the lights do not work correctly and are bugged out. It has been bugged for sometime as well as the ambulance lights are not showing and is bugged as well.

ELS Falls off very short the LOD for the lights they pop in and out of view at very close range.
