Steps to Reproduce

1. Respond to any of the shooting calls
2. Call for back up or use panic button
3. Watch and see if ai will get stuck at times when they spawn they may stand on top of the car or do weird things

Explanation

Ai officers get stuck on the top of the cars and this will cause them to stay put. The player can not movve the car. Sometimes the ai back up will hit with other and the cars will get stuck together
