Steps to Reproduce

1. Set all graphic settings to low
2. Relaunch the game
3. Notice lack of traffic and lack to adjust it

Explanation

When you put all of your graphical settings at low, or some, all traffic dissapears besides one or two vehicles. However, there is no immediate change in traffic when you change all the settings to low, it is only when you relaunch the game.
