Explanation

Civilians dont respond to horn honking EVER????? Maybe 25% of the time a Civilian should moveo ut of the way when you honk or try to(only 25% bc in nyc, they usually wont move.)
And, i dont know if they even try to move or get out the way when i have lights and sirens
