Explanation
Gamebreaking bug, forcing player to close the game completely. If you bring up the ingame menu with ` and then type in RestartLevel and go through the process of choosing NYPD and beginning your beat, you will no longer have control over your mouse at all. No way to remedy this aside from alt+4 the game and then relaunching it.
