Handcuffs not removed from suspects after arresting and placing in cell

Steps to Reproduce

1. press keybind to handcuff suspect
2. left clicking while using handcuff slot doesn't work
3. pressing "retrieve" or "interact" keybind E does not retrieve either.
4. suspect remains handcuffed when placed in cell

Explanation

Player is not able to un-handcuff or take off suspects handcuffs after being placed in cell. Nothing major but definitely a bug thats been noticed. If it's not bugged then can keybindings be provided.
