Explanation
Weapons being usable early due to skin drops. I have had it happen multiple times that weapons became equipable in my loadouts way before I unlocked it with my level due to a skin dropping from one of those featured HDD. This is how I obtained The Requiem while only being level 2 or 3 if I remember correctly. Requiem is not supposed to unlock until level 32. I am level 43 now so I can't really provide screenshots showing that I had it at that lower level.
