Steps to Reproduce
- Build road at edge of own area
- Build tradepost on that tile
- Use wipe on that tile
Explanation
You can force a border expansion by using wipe on a tile that is building a tradepost

Requires another tradepost or shrine to be in building phase somewhere else (if you wipe the other building after, the expansion resets to normal).
