Foci building is experiencing an issue where it cannot be rebuilt after being wiped, and the wipe process may not correctly handle the removal of associated spells.

Bug: after foci building gets wiped you cant rebuild it: Check states and if wipe handles foci building correctly (should remove the spell as well)
