Explanation
Hive Tactician is bugged and does not spawn in any of the loot pools that it is in. It’s hard to formulate evidence for this, but I think it’s telling that I haven’t seen it at all since the new update, progressing deepbound, hive, and farming moons eyrie. My friend also personally farmed for that schematic specifically for over 3 hours, and it didn’t turn up.
