Explanation

It appears that Vow of Mastery does not play nicely right now with updating the statuses of other players.

Here's an explaination of the issue I'm experiencing.

Player A, and player C are vow holders. Player B is a third account.

Player A is player B's master. Player C becomes player A's master.

Player A then breaks all vows with Yun'Shul.

Player A is able to offer a vow to player C, but player C cannot accept. Player B is not an eligible target for a new vow from player A.
I did not get to find out if Player B is eligible for a vow from player C.

It also appears that other players are having issues where they are unable to vow other previously vowed players, even if the master no longer exists.

My best guess is that the game does not correctly check the relationships of both characters whenever an action that effects a vow is done, and the server does not correctly check them either after the fact. Player A used an idol of Yun'shul in a different server than player B or C.

The correct way the game should have handled it, is player B would be eligible for anyone's vow requests and player C should be able to accept player A's vow request.

Because if you remember, at the moment player A is able to offer a vow of mastery via the tool but player C is unable to get the accept prompt upon replying "yes".
