Explanation

im having issues with soul beam, for fun i made a build around soul beam and i got every requirement for it, chorus of souls, oathless, all wisps, bell, everytjing needed, but the actual soul beam mantra isnt in my invintory. is it bugged? what more do i need to do? i spoke to sibex and got the message telling me i have it, but its not in the mantra campfire, not in my abilities, nowhere to be found at all, and he just says “its even begter when they play in harmony, no?” but nothing more.
