Explanation
Controlled combustion makes emperor's flame useless, and has for like a year or 2. I'm pretty sure it's supposed to still be able to be procced, but it just doesn't. Clip below

Have you tried it with flame mantras? Not saying you're wrong but crypt blade doesn't give emperor flame stacks (at least that's how I remember it). Though I don't know if it's intentional or not.
