Explanation
For anyone that's trying to unbound intelligence, for whatever reason it doesn't unbound automatically sometimes, so just do the quest again but make sure whenever your eating the bluecaps to eat multiple in order to get the unbound.

Used to be eating one bluecap iirc No mention in logs that you need to eat multiple for some reason

Had that problem ate like 5 bluecaps and didn't get it so i just rejoined and got it right away, so probably a bug
