also wouldnt make sense for the inhale buff not to apply to the rest of the mantra since champions whirlthrow is buffed on both the hits
First clip does not work
it does not decrease it and instead does nothing for the non-inhaled rising wind, you hit them when they were charmedj and that is 5% dmg buff (from 12.94 --> 13.58) Inhaled one is dealing normal dmg, 12.94 inhale is just not affecting this mantra at all
