Explanation
heliodar doesnt spawn with its wings. when you join vow of iron you just dont spawn with the ability to fly with the wings.

heliodar's passive isn't to have wings not a bug

to be honest, having wings would be insanely broken and either way I don't believe the wiki would be able to confirm this unless it was said by a spec user that heliodars are supposed to have wings
