Explanation
When completing the shogun, if you exit without talking to the shogun, you can't progress. The Reclaimer will continue to tell you to fight the shogun and you will be stuck at level 10.

i thought i messed up by not talking ot the solider and was trying to go back in
i prematurely marked this as intended because it seemed like it would be
