Explanation
there is something for every other memento at power 5 or 1, yet flashing thunder has NOTHING for either will come back to this to update on whether power 10 unlocks anything or not, if I succeed that is
I am sincerely hoping this is a bug and not an intended feature 💟

pretty sure you can only buy talents at power 20. the other stuff gets unlocked by beating the 3 bosses

I did get a bunch of talents from shogun, you may be right
that is one odd memento in this case
ive progged til power 15 with it
havent seen a singular talent or mantra in the shop
doesnt mean thats intentional
also goodness g**** gracious is rat king easy with this
it most likely is, since you get like 7 talents per boss

on other mementos you only get like 1 or 2

Not a bug, some mementos dont get upgrades at specific powers, defeat bosses to gain talents
