Are you or anyone else officer? if someone else then they can claim it and if you are then you can claim it

If there's no Officers you should just be able to claim it, go to the guild hall and talk to the guy and there should be a claim ownership option at the very bottom

There's one officer, whoever it is needs to claim the guild and relquis**** to you or leave in order for you to claim it. I advise you to find out who it is and contact them or create another guild.
