Explanation
haven't burned the card, have the stat req, have the prerequesite for "Raging Static" and self-shocker doesn't appear in the menu. I also have never used mystic for that category before so it not being there because of that delay isn't the issue.

I also am aware some talent names have changed, so I did make sure I don't already have the talent.

No. It's the common "raging static" talent

the new talents and stuff have thrown me off a lot too
i'm just not sure what else it could be if nothing else has changed. I'm going to double check the wiki but I believe the stat req is the same
It may have been removed from the game then? I checked every talent that had "20%" on the wiki, which is its damage increase and it wasn't there at all.
Raging static is now amplified rage jumpstart is now amplified reflexes You cannot get both at the same time, make sure that if you want one of them you dont have the other as they are mutually exclusive
