Explanation
I just found the floating keep within a normal server. It doesn't have any of the hallowtide NPC's that grant items, but it does have an npc named the chest master. Screenshots of him and his dialogue below this message.

its due to ad astra transferred to pathfinder slot if you have it as iron aspect, and using it summons the floating keep
