Explanation
stuck at villian rep. jobs dont increase it at all and it does not go from villian to hunted. I checked wiki and doing 1 job at all should be putting me back on hunted, allowing me to reset my reputation but it doesn't.

you are meant to be hunted after you exile
but im stuck at it forever?
cant say for sure but id assume so since you cant ever rejoin the authority or rank up
