Explanation
I maxed out the rep and talking to Caitus he would always say "Oh? Hm. Sorry, I thought you were someone I'm looking for.", I know I maxed the rep because doing jobs for them didn't award any reputation. My friend summoned Titus for me and returning to Caitus he just gave the Imperium Kata obtained dialogue, and I can't vow blightsurger because of it

and i didnt have the option but I didn't have the imperium kata dialogue then

I tried summoning Titus, but I didn't have the specific dialogue from Caitus that showed I obtained imperium kata, but I already was using imperium kata. (I spawned with it)
Only after I killed Titus and went back to caitus it showed that I "obtained" imperium kata despite me already having it
I did the 2nd dialogue option and talked to Brutus but Brutus didn't have the dialogue so I'm assuming I have to go kill Titus again, if it lets me summon him
I'm gonna say that if I didn't have a friend to summon Titus for me I'd likely be softlocked
blightsurger still seems to be unob
(unknown user mentioned) Authority currently has a cap slightly below the req for intel with legion rep. Ammy forwarded it but we do not know if its intentional rn, you need celebrity or khan aspect rn to get higher cap for req
