Explanation
i dont really know why but after breaking the statue of lord etrea and going out to farm for power 20 when coming back the veil is on and you cant get in the royal garden. however a guy told me to beat a shogun but that didnt work either is there a way that i have to do true enmity again(if possible)

developers are aware join an old server (24+ hours) and kill a shogun to open the barrier
