Explanation
I defeated True Enmity, got successfully teleported within the barrier and destroyed the statue which got rid of the barrier. I then left Etris and went to the Circle. I server hopped and grinded to power 20. I went back to the palace and discovered that the barrier is just up again? I can't enter it. I even tried doing the depths trial again but that doesn't teleport me within the barrier. I've hopped multiple servers to no success.

use movement mantras to get up you can break the green brick from above
