Ta is very simple to understand; Devs are currently prioritizing game breaking bugs (Like VOI talents on pathfinder) and other greater problems before addressing the lesser problems (You can still play the game NORMALLY without a bell, it just slows your prog)

When there are other bugs in-game (for both VOI and Paths) i assume they are gonna prioritize those that outright make the game unplayable
