Explanation

Patients are spending excessively long periods in the "Waiting for clinician" state without progressing to clinical assessment.

This is occurring during normal gameplay and appears to affect multiple priorities and presentations.

Examples observed:

• GREEN patient waiting 2 hours for a clinician
• GREEN patient waiting 52 minutes
• YELLOW patient waiting 45 minutes
• YELLOW patient waiting 42 minutes
• YELLOW patient waiting 30 minutes
• Other YELLOW patients continuing to wait despite already spending significant time in the department

The patients remain in the Waiting Room with the status "Waiting for clinician" and do not appear to be allocated to an available clinician/clinical space at an appropriate rate.

This remains an issue despite previous work around patient flow and clinical area capacity.

Expected behaviour:

• Patients waiting for a clinician should continue being actively considered for allocation.
• Available clinicians and suitable clinical spaces should cause eligible patients to progress.
• Priority should influence allocation, with more urgent patients generally considered before lower-priority patients.
• Long-waiting patients should not become stuck or effectively forgotten by the allocation system.
• When both a suitable space and clinician become available, the patient should progress to "Called to clinical area".
• The queue should continue progressing even during periods of department pressure.
• Capacity enforcement should create realistic waits without accidentally preventing patients from ever being selected.

This may require checking whether the new capacity restrictions are causing patients to remain in the clinician queue even after suitable space becomes available.

The issue appears to be with progression/allocation from "Waiting for clinician", rather than simply the displayed waiting time.
