Explanation

Wait time for A&E increases despite patients being seen. The longest wait increases despite nobody actually continuing to wait that long as far as I can see. This may be an issue with another related bug where patients get sent back to "Waiting to be seen" when I don't think they are supposed to. (Which was fixed, but waiting time still increases despite no patients waiting to be seen)
