Steps to Reproduce

1. Play the game
2. Activate a scenario (other than chaos mode)
3. Watch the activated scenario for a while

Explanation

Scenarios don't appear to actually bring in stated extra patients over timeframe. I watched it for a while (chaos mode works) and any extra patients don't seem to come in with said related issue. Game seems to continue normal randomised event flow.
