Unable to receive radio messages without radio in hand

Steps to Reproduce

1. Get 2 different people
2. Get one with an equipped radio to send a message in the radio tab
3. The other isnt able to see said message in the radio tab.

Explanation

You cannot receive radio messages whenever radio isn't in hand
You can only see messages in the radio tab whenever the radio is in hand.
