Steps to Reproduce

1. Insert regular scrap only
2. Click Smith, nothing happens
3. Insert valuable scrap
4. Click Smith, item is created and only regular scrap is used

Explanation

Smithing arrows and bolts requires a recipe of both regular and valuable scrap be inserted, but only uses regular scrap.
