The game only gives you enough cards to make one "3 arrows" card for each animal and plant. The only ones that you can still receive are the sheep cards, as you can get 2 more of the 1 arrow, based on your screenshot. as far i can understand, i cant for example, wheat, i have 3 cards with 2 arrows, i cant get any more of those?

That's right, you won't get more of wheat cards because you already have enough wheat cards to make one 3 arrows (last upgrade) wheat card. Another example based on your screenshot: you have two goat cards with 2 arrows and three goat cards with 1 arrow, you also won't get more goat cards because you already have enough to make one 3 star goat card. The same applies to all other cards on your board, besides the sheep one (considering the screenshot you sent). In this case, you're still able to get two more 1 arrow sheep cards (totalling six 1 arrow sheep cards and one 2 arrows sheep card, unless you merge five 1 arrow sheep cards).
