Steps to Reproduce

1. Use Houndmaster's Chase Command aiming snug towards the topmost vault of Toba Landing's Main Building, preferably standing on the ramp leading to it.
2. Send Snug at it. Instead of vaulting, he will simply stand in front of the window.

Explanation

Houndmaster's Dog doesn't vault when commanded in the Topmost vault of Toba Landing's Main Building.
