Anti-Camp meter should progress when there are either none survivors nearby or the only survivors near the hook are in a dying state.

If this is an intended feature for the Anti-Camp mechanic, in my opinion, it leads to unfun strategies like where both parties have to stand near the basement most of the time of the match (survivors because they have little opportunities to go away in a dying state/hooked and killers because they have to control over hooked/dying survivors).

Steps to Reproduce

  1. Start a match with two survivors and a killer
  2. Set one survivor on hook
  3. Set a second survivor on a dying state close to hook (up to 10 m)
  4. Observe anti-camp progress meter

Explanation

Anti-Camp meter doesn't progress when a survivor is on hook state with another survivor in a dying state in close proximity. This could create a situation, where e. g. a killer with Insidious perk or Undetectable status is able to control at least two survivors in places with stairs (examples: basement, hooks between 1st and 2nd floor of Hawkins Lab), because a survivor in a dying state would, in addition, need to get up or down to get away from the "anti-anti-camp" radius.
I don't think this result was intended when Anti-Camp meter in the current state was implemented, that's the reason why I'm reporting this as a bug.
