Steps to Reproduce

1. Get hooked
2. ???? (I was tabbed out when this happened)
3. Observe the Resolve meter

Explanation

There were a few instances on PTB where my Resolve bar suddenly fully filled instantly while I was on hook. I am unsure of what caused this - I was tabbed out when it happened, so this could be related? Unsure.
