Actual Result:	You cannot place the drone on an elevation above or below a hook even though the button prompt appears, signalling that you can.
Expected Result:	Either the drones should place successfully when you are above or below a hook, or the button prompt shouldn't appear when you're still unable to place a drone.

Additional Notes & Comments:	This bug came up after the bug with drones failing to place after being recalled by hooking a survivor was fixed. It has been a huge headache in matches with multiple floors, hills, or any time you hook in basement. Ideally the drones would be placeable near hooks when on a different elevation again, but if this change is intentional, the prompt to place a drone should not come up until you are actually able to place it.

Steps to Reproduce

1. Hook a survivor in an area with elevation
2. Attempt to place a drone when the prompt appears from going higher or lower than the hook

Explanation

Skull Merchant can attempt to place a drone while above (or below) a hook but the drone will fail if she is too close regardless of elevation. This means you have to simply GUESS where you're allowed to place a drone when above or below a hook.
