Steps to Reproduce

  1. Red connection survivor loads into match
  2. Attempt to play (killer) and notice aforementioned issues
  3. Red connection survivor disconnects or is disconnected
  4. Issue resolves

Explanation

Match Start Desync Error causing player models to not animate correctly.
Also causes match-start related events such as Lethal Pursuer (so potentially also Corrupt Intervention) not to activate until the issue resolves.
Survivor model animations do not play correctly (i.e their heads do not turn when they look around) and walking killer animations don't play for survivors.
From Killer POV, killer model is mostly invisible on the screen and killer can not look up or down, only left and right.
Issue resolves once desynced player disconnects.

As seen in the provided video footage, the Lara Croft begins the match with red connection, and the issue resolves as soon as they disconnect and become a bot. My Lethal Pursuer also procs at this time.

I am not fully certain on the cause or how reproducible it is since I do not know the state that the red ping/red packet loss player was in. All I know is it seems very likely that the issue was related to their connection to the game as it resolved once they disconnected.

EDIT: This bug is NOT exclusive to the PTB. I just encountered it on Live Servers as well. A third video clip will be provided for the live servers. Again, there was a red connection survivor but it did not last as long. I have still been unable to reproduce this otherwise.
