Steps to Reproduce

1. multiple survivors stand within 16 meters of victor but not charlotte
2. charlotte controls victor and downs a survivor
3. other survivors within 16 meters of victor are slowed by forced hesitation

Explanation

Forced hesitation activates around victor when downing a survivor as victor, victor isn't supposed to work with perk effects
